Weatherization

What is it?

Weatherization is a program that provides improvements to a home such as: insulation, air infiltration, exhaust vents, poly ground cover, and carbon monoxide detectors. This program is not for general construction or window and door replacement. However, there are Efficiency Maine Trust programs that may help some qualified homeowners.

What is my eligibility based on?

A current application that has been certified for fuel assistance qualifies you for weatherization services.

Central Heating Improvement

This program is designed to repair or replace condemned heating systems (heating plant, fuel storage, and distribution system) for income-eligible homeowners.

What is my eligibility based on?

A current certified LIHEAP application qualifies you for Central Heating Improvement Program services. However, in some circumstances, households may be required to provide a co-payment toward overall expense.

Above Ground Storage Tank

This program is designed to assist homeowners with unsafe and out of code oil/fuel tanks by replacing units.

What is my eligibility based on?

  • In order to be eligible for this program, you must own your home. Individuals who own a mobile home on a rented lot are still eligible.)
  • Must have already applied and been approved for LIHEAP (fuel assistance) in the current year
  • Tank must meet certain requirements

Powerline Extension Service

What is it?

This is a credit assistance through Central Maine Power for a new electric line extension. Assistance can be up to $2,800. WCAP has a separate qualification process for this program. Income guidelines are set by Central Maine Power from time to time. Property value is another mandated criteria.

Home Repair Network Program

What is it?

WCAP participates in the Home Repair Network Program, which provides funding to address housing repair and replacement issues of low- and moderate-income households and when available, combines the Home Repair Network Funding with funds provided by Maine Housing, the United States Department of Agriculture Rural Development Program, and the Department of Economic and Community Development (DECD). This program provides rehabilitation services administered throughout Maine by county.

What types of repair are covered?

  • Rehabilitation of single family and multi-family housing units (up to 4 units)
  • Demolition
  • Same-site replacement housing
  • Provision of potable water and sewer
  • Removal of lead based paint, asbestos, radon, or other hazardous material
  • Removal of architectural barriers

Who is eligible?

Households whose median income is less than or equal to 80% of the local median income are eligible to be evaluated for access to the program. For households in Waldo County, the income guidelines are listed below:
