What is Resource Advocacy?
Waldo CAP’s Resource Advocacy is a program designed to assist you in finding the community resources you need to meet your specific needs. This may be through a one-time referral to a community partner who specializes in those services, or through in-depth, case management services to assist you in setting long term goals to address multiple areas of your life. We are here and ready to support you as you work towards permanent economic security for you and your family.
Case Management
During the first few meetings you will work with a Resource Advocate to think about your hopes and dreams for the future. Using a strength-based approach, you’ll focus on your talents, abilities, and preferences. Together, we will create your personalized Goal Development Plan, which is designed just for you and intended to be a helpful tool used to shape your goals, as well as set you on a course towards achieving them. Like life, your goals can change at any time, depending on your needs and aspirations. With support from your Resource Advocate you’ll work to build resiliency and find the resources you need to empower yourself to succeed.

Our Resource Advocates celebrate many different successes with program participants. Regardless of where you start out, we’ll help you work towards achieving stable housing, attaining education and training, finding living wage positions in a career field of your choosing, and more.

Program Eligibility
WCAP’s Resource Advocacy Program is open to residents of Waldo County who are determined income-eligible at the time of application.
Building Families Futures
Building Families Futures is designed to help families who struggle to make ends meet by trying to better their situation through job training or degree attainment. The program provides access to a Housing Choice Voucher, a Housing Navigator, and MaineHousing’s family self-sufficiency program, ReStart.
Along with being in an unstable housing situation, applicants must demonstrate that they are motivated to attain financial literacy and work towards the education or training that will lead to employment that will then provide a living wage and help them achieve self-sufficiency.
Whole Family Services
Are you thinking of going back to school? Do you need help finding health insurance? Are you in danger of being evicted? We can help!
Whole Family Services takes a holistic, family-centered approach to providing services to the entire family, rather than just the individual. You define your family, identify your needs, set your goals, and chart your course. Recognizing that families need different things at different times to move forward, our Coaches work collaboratively with you to support you in finding the resources and supports you need to make your dreams of a better life attainable. Health Insurance Navigator Program
WCAP partners with CoverME.gov to provide navigator services for the Maine HealthCare Marketplace. The Marketplace is a way to find health coverage that fits your budget and meets your needs. Through the Marketplace, you can access quality health plans, make apples-to-apples comparisons between different options, and access tax credits that could lower your monthly premiums right away.
While there is no longer a penalty if you don’t have insurance, open enrollment is November 1 – December 15 every year. Special enrollments are available year-round for qualifying life events that result in loss of coverage.
Our Resource Advocate Navigators provide free, unbiased, confidential assistance by phone, zoom or in person throughout Waldo County. If you have any questions regarding your coverage or need assistance with enrolling, please contact a Navigator at Waldo CAP by calling 207-338-6809 for an appointment.

We work with curriculums like Your Money, Your Goals and Rent Smart to help you understand and prepare for your future financial wellbeing. Whether you are just starting out handling your own finances or could use a little refresher, these programs are valuable resources.
