WCAP’s Head Start and Early Head Start program follows the guidance provided in the Head Start Standards and the Head Start Act. This page contains plans and policies that detail how WCAP has built a quality Head Start and Early Head Start program for the children of Waldo County. The most updated program information can always be accessed from contacting the program itself.


1304.20 CHILD HEALTH AND DEVELOPMENT SERVICES

These plans explain how our program works with families to ensure children have access to health care, health screenings, and other health related information.



1304.21 CHILD DEVELOPMENT AND EDUCATION

This part contains the plans and policies related to children’s development and education in Head Start and Early Head Start.



1304.22 CHILD HEALTH AND SAFETY

These plans and polices relate to how WCAP programs keep children safe and healthy while in our programs.



1304.23 CHILD NUTRITION

These plans and polices relate to food service in our programs. These contain information regarding how children are fed, what they are fed, and other guidance related to meal service.



1304.24 CHILD MENTAL HEALTH

These plans and policies address how our program works to promote positive social and emotional development for enrolled children through supporting their mental health.



1304.40 FAMILY SERVICES

This section contains the family partnership plan and policies which supports parents/families as their child’s first teacher, encourages collaborative partnership-building with all families and provides guidance on giving resource and referral information.



1304.41 COMMUNITY SERVICES

This section contains the community partnership plan and policies which responds to the community needs assessment, collaborative relationship building and the importance of supporting transitions in all aspects of early and head start program options.



1304.50 PROGRAM GOVERNANCE

This section explains the structure of shared governance of the WCAP Head Start and Early Head Start program consisting of Parent Groups, Policy Council and the Board of Directors.



1304.51 MANAGEMENT SYSTEMS

This part sets forth plans and policies related to program planning including the self-assessment, grant application and ongoing monitoring.




1304.52 HUMAN RESOURCES MANAGEMENT

This part explains the organizational structure as it relates primarily to program management and staff qualifications.



1304.53 FACILITIES, MATERIALS, AND EQUIPMENT

These plans and policies explain how we keep our facilities, materials, and equipment up to date and appropriate for the age groups we work with.



1305 ELIGIBILITY, RECRUITMENT, SELECTION, AND ENROLLMENT

This part explains requirements related to eligibility determination, recruitment, selection, enrollment and attendance of children in WCAP Head Start and Early Head Start programs.



1306 HEAD START STAFFING AND PROGRAM OPTIONS

This part contains requirements for Early Head Start and Head Start program staffing and program options that all Early Head Start and Head Start grantee and delegate agencies must meet in each available program option including staff qualifications and training.



1308 DISABILITIES SERVICES

These plans and policies describe how we work with children who have diagnosed disabilities. These plans and policies also describe how we work with all children to potentially identify those children who may require a diagnosis for a disability.



1310 TRANSPORTATION

These plans list the performance standards for transportation. WCAP does not currently provide transportation to its programs, however there are parts of these plans that explain how we teach pedestrian safety to children and families.
